ugh now its not working at 158,172 either.

but you've been upgrading the terrain on all of those cities. How often does this problem happen?

sometime it works on those cities, other times it doesnt. sometimes the cities that work and dont work like flip around

hey how come nobody else seems to be having this problem this is seriously interfering with my attempts to grow!
